From Nikko, Tochigi and rated as one of the best drivers in the series (check out the Takumi no DoraTeku 77 book), Kyouichi Sudou is the team leader and driving ace of the Lancer Evolution-only Emperor team, driving a Mitsubishi Lancer Evolution III.
An old acquaintance of Ryousuke Takahashi of the Akagi Red Suns, Kyouichi is much like Ryousuke - he is a calm and composed driver, compared to his teammate Seiji. Eager to show Ryousuke that he and his team are the best, Kyouichi and the Emperor team goes on to beat various teams, including the Night Kids.
The Emperor team then shows up in Akina, challenging the Akina Speed Stars' AE86 to a downhill race: Takumi vs Seiji. (Eh, no spoilers). Kyouichi and Takumi however, race against one another in a second race - no spoilers again, but let's just say the results were rather unexpected. ;P
